APD staff training requirements

Every direct-care hire owes a stack of trainings before serving a consumer — and the renewals land on four different clocks. Here's the list, the cycles, and the tracking pattern that keeps certificates from silently lapsing.

Updated July 2026

APD delivers most of its required courses free through TRAIN Florida, and your staff files need the certificates to prove completion. The catch isn't the first round — it's that HIPAA renews annually, CPR & First Aid every two years, Zero Tolerance every three, and service-specific courses on their own schedules. Multiply by every caregiver on the roster and expiration tracking becomes the whole game.

The core courses and their clocks

  • Direct Care Core Competencies (DCCC)One-time

Modules 1–5 on TRAIN Florida; APD's core curriculum for direct-care staff.

  • Zero ToleranceEvery 3 years

Modules 1–4; abuse, neglect & exploitation recognition and reporting.

  • HIPAAAnnually

Privacy and security refresher — the shortest clock on the list.

  • CPR & First AidEvery 2 years

Hands-on certification; scheduling lead time makes early renewal essential.

  • Requirements for All Waiver ProvidersOne-time

APD's baseline course covering provider obligations under the waiver.

  • Additional required coursesVaries

Infection control, bloodborne pathogens, DCF civil rights and security awareness, and service-specific trainings (e.g. medication administration, Reactive Strategies) per your provider agreement.

Cycles above reflect APD's published course requirements at the time of writing — verify against the current Requirements for All Waiver Providers and the iBudget Handbook for your services, which control if anything here has changed.

Tracking renewals across a roster

A lapsed certificate is one of the most common findings in a Provider Discovery Review because nothing announces the lapse — the caregiver keeps working, the file quietly goes stale. In APDHQ, every training slot in the employee file checklist carries its expiration date, upcoming renewals roll into 30/60/90-day buckets on the dashboard, and admins get a daily digest before anything expires — the monthly sweep, automated.

Frequently asked questions

Where do APD staff complete required trainings?

Most APD-required courses are free on TRAIN Florida (train.org/florida), including Direct Care Core Competencies and Zero Tolerance. CPR & First Aid is completed with an outside certified instructor.

How often does Zero Tolerance training renew?

Zero Tolerance expires every 3 years. HIPAA renews annually and CPR & First Aid every 2 years, while DCCC does not expire — the mixed cycles are exactly why per-person tracking matters.

Do all staff need every training?

The core set (DCCC, Zero Tolerance, HIPAA, CPR/First Aid) applies to direct-care staff broadly, but service-specific requirements — medication administration, Reactive Strategies, behavior-specific courses — depend on what each person renders. Check the iBudget Handbook requirements for each service you're enrolled in.

What proof do reviewers want?

Certificates in each staff member's personnel file, current as of the review period. In a Provider Discovery Review, an expired certificate counts the same as a missing one.
