The rule, straight from APD's iConnect FAQ: the maximum configuration on the EVV Scheduling tab is five workers per consumer. Note what that is — a system configuration limit in iConnect, not a Handbook rule about care. And note what the tab does: it assigns workers so they can see the consumer in the EVV mobile site. It isn't a schedule; it's an access list.
APD's answer: rotate the five slots
When a consumer needs more than five caregivers across a week — high turnover, split shifts, respite coverage — APD's guidance is operational, not procedural: the Provider EVV Manager may have to adjust the assigned workers throughout the week or month to meet the consumer's health-and-safety needs so service delivery can be documented. There's no exception form to file. The five slots are a rotating roster, and somebody at your agency has to own the rotation — because a worker who isn't assigned when their shift starts can't clock in, and a visit that can't be captured cleanly becomes a manual entry with violations to justify.
Where your own system fits
Since iConnect's tab is an access list and not a schedule, your actual staffing plan has to live somewhere. In APDHQ, scheduling assigns real people to real shifts — with each consumer's authorization and units visible at booking time — and caregivers clock in and out of those shifts in the caregiver portal, giving your agency its own visit record alongside the state's EVV. The weekly rotation of the five iConnect slots then has one source of truth to work from: who is actually scheduled.
Frequently asked questions
How many workers can be assigned to one consumer in iConnect EVV?
Five. APD's iConnect FAQ states the maximum configuration on the EVV Scheduling tab is five workers per consumer. It's a system configuration limit, not a service rule in the iBudget Handbook.
What if a consumer genuinely needs more than five caregivers in a week?
APD's official guidance is management by rotation: the Provider EVV Manager may have to adjust the assigned workers throughout the week or month to meet the consumer's health-and-safety needs so service delivery can be documented. There is no published waiver or exception process — you swap who occupies the five slots.
Does EVV Scheduling control the actual visit schedule?
No. Per APD's FAQ, EVV Scheduling only assigns workers to a consumer so those workers can see the consumer in the EVV mobile site — it is not scheduling down to the day or time. Your real staff schedule lives in your own agency system; iConnect's tab is an access list.
Does the 5-worker limit cap how many staff can serve a consumer overall?
It caps concurrent EVV mobile-site access, not employment. An agency can employ any number of qualified staff for a consumer's team; only five at a time can be assigned in the EVV Scheduling tab, which is why high-turnover weeks require an EVV Manager actively swapping assignments before shifts start.
